President al-Alimi: Dealing with Houthis as Authority of Fait Accompli Means Legitimizing Divine Right, Racism, Weapons Outside State
His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council (PLC) stated that any approach to put an end of the war in Yemen will never be successful, unless it deals with the Houthi militias as part of an Iranian cross-border scheme, and not as a local political party, warning that reducing any crisis of this kind to truces and arrangements for a ceasefire will lead to temporary risk management rather than building sustainable peace.

His Excellency President Dr. Rashad al-Alimi, Chairman of the Presidential Leadership Council, met on Saturday with His Excellency President Ismail Omar Guelleh, President of the Republic of Djibouti, to discuss the latest developments in Yemen and the wider region, as well as issues of mutual concern.

The meeting was attended by Council member Lieutenant General Mahmoud Al-Subaihi.

At the outset of the talks, His Excellency President Dr. Rashad al-Alimi congratulated President Guelleh on his renewed mandate, praising Djibouti’s progress in recent years and its role as a model of stability in the Horn of Africa.

He also expressed his appreciation for the warm welcome and generous hospitality extended to him and his delegation, stressing the depth of the historic ties between the two countries and peoples, and their shared commitment to cooperation and common interests.
The discussions focused on strengthening bilateral relations and expanding cooperation across political, economic, and security fields, including activating joint mechanisms such as the Yemeni–Djiboutian Joint Committee.

The Chairman of the Presidential Leadership Council praised Djibouti’s continued supportive stance toward Yemen, including hosting relevant UN mechanisms related to the Yemeni dossier and facilitating the Yemeni community, noting that these positions are highly valued in Yemen.

He also briefed President Guelleh on developments in Yemen, including efforts to strengthen state institutions, unify security and military decision-making, and continue economic and service reforms, with support from the Kingdom of Saudi Arabia.

Both leaders reaffirmed that security in the Red Sea and Bab al-Mandab Strait is a shared responsibility and a vital common interest, stressing the need for closer regional coordination to address security challenges, combat terrorism and organized crime, and safeguard international shipping routes and global trade.

They also exchanged views on regional and international developments, particularly in the Horn of Africa, where the Yemeni President commended Djibouti’s role in supporting peace and stability efforts in Somalia and its commitment to its unity and sovereignty.

The meeting concluded with agreement on the importance of continued consultation and coordination to strengthen regional security and stability and support development and peace efforts.
