Foreign Minister Mohammed al-Hadrami sent a letter to the UN Special Envoy to Yemen Martin Griffiths telling him that Houthi militia has unashamedly announced recently what they termed as an internal bylaw of the "Zakat Law".
The Houthi internal bylaw stipulated to levying one-fifth income tax or 20% upon all resources' revenues to be given to Bani Hashem, the people that the Houthis belong to.
Al-Hadrami stated that the rebel militia has announced an executive order about the Zakat Law including articles have made it clear that Houthi militia is an ethnic-racist sectarian.
"This internal bylaw even though it is considered to be of void given that it is issued by unauthorized entity it has clear meaningful signs politically, it demonstrates that Houthis are not interested in peace nor seek for it", said al-Hadrami.
The Minister stated that the Houthi executive order is intended to establish a class society based, seriously divide the Yemeni community, promoting ethnic-racist sectarian culture.
"This is a crime under the International Convention Against all Forms of Racial Discrimination that the Republic of Yemen is one of the signatories" al-Hadrami said.
Al-Hadrami noted that the Houthi internal bylaw will further overburden the majority of the Yemeni people in favor of small segment, moreover it will encourage Houthi militants to keep on fighting in order to gain more personal benefits.
